The manslaughter conviction of Del City police Capt. Randy Harrison creates special circumstances for both Oklahoma County jailers and the state Corrections Department, detention officials said this week.
Harrison, 48, was found guilty of first-degree manslaughter Tuesday for shooting an unarmed man in the back.
