The former program manager for a juvenile affairs facility in Enid has been charged with two counts of rape, accused of having a sexual relationship with a 17-year-old boy in the program.
Susan Fraser, 32, of Blackwell, was charged Wednesday in Oklahoma County District Court with two counts of second-degree rape.
Fraser, who worked for Sequoyah Enterprises, was suspended and then fired in November, according to the probable cause affidavit.
The victim had been discharged from the facility but was still in Office of Juvenile Affairs custody when the incidents reportedly took place, the affidavit states.
