Fugitive warrants detectives arrested a man accused of exposing himself to women at the Tulsa Hill Shopping Center in recent weeks.
Richard Colton Lynch, 21, of Mounds was charged on July 18 with two counts of indecent exposure, court records show.
“Lynch exposed himself to unsuspecting females on several different occasions” on July 6 and 8, according to Tulsa police.
